Update on ANSI X9.95 & DSS

I attended the ANSI X9f4 meeting to discuss inclusion of the draft annex on
DSS into X9.95.

The meeting agreed to accept the annex drafted by the DSS TC and will
incorporate in into X9.95 as an informative annex with some minor editorial
changes moving the reference to their X9.95 to the bibliography.  Also notes
will be added to the main text under relevant topics (protocol, timestamp
token ?) referencing this annex.
