DSS: TC procedures and IPR procedures

Dear all,

I attach a document containing relevant pieces of both the TC procedures 
that explains how a TC may deal with negative votes in the approval of 
specifications, and the IPR procedures that explains who and how should 
deal with the IPR issues.

May I encourage you to attend today's conference call so that we may 
reach quorum and be able to proceed forward?
