Charter and next steps for submission

Dear Stefan,

Could it be possible for you to upload an update of the charter document 
after taking into account what we said at the conf call and latest 
Nick's comments, by tomorrow? If so, I could then prepare the whole 
submission package, circulate it, ask for confirmation of support and be 
ready for making hte actual submission next week...
