Youre right in that an TimeExpression could solve specific 
time-to-perform binding problems where the
   when = request.reached

See attachment for a simple meta-model., RequestingInformationEnvelope 
means getting info from request data message.

Im not sure a language is needed, it seem as if a number of specific 
types should do the trick, for the simple case.
