This draft working document was compiled as a result of the F2F 4-6 February 2004. It represents a good portion of the categories and work items we have been discussing. It also provides a scoping of v2.0 functionality.  I encourage everyone to read this document and provide comments. We will discuss if 23 Feb 2004.
