Work Item 60: General exception signals

We had quite a bit of discussion in the F2F about business signals. As a 
result we set a general direction (expressed in draft working schema) 
that more explicitly defines the business signal structure [1]. This 
will assist in understanding business signals and help CPPA as well. I 
would like to propose two items:

    * We combine 61-62, and add 64 in v3.0.
    * We have a subworking session where Hima M. can be available so we
      can resolve what other work needs to be done to accommodate
      business signals, as outlined in the 3 other v2.0 work items above.

Work Item 64: Need to be able to clearly specify exception recipients 
and at what level.
