In a brief discussion with several implementers in late April 2004, we 
discussed some of the evolving requirements to support international 
eCommerce including:

    * Business dialog
    * Reach the desk (capability to see when responsibility is
      transferred between partners)
    * Changes in business transactions
    * Conditionality
    * Legal enforceability
