I don't think there is any one "way" here.

If someone can prove that BPEL can do this - then that is good for them.
Right now personally I'd say that would be hard given the gaps in BPEL.

However - likewise - from the pure theoretical stance - I see that a
Prolog engine such as SWI Prolog - with libraries for various connections
can represent a solid deterministic way to approach BSI for BPSS.
Then the state management is easy - since it revolves around asserting
and retracting Prolog facts.  Maybe Prolog directing  JBPM?

Someone else may decide that Python is a good choice for similar
reasons.

Anyway - the good news is that BPSS is an XML representation that
can be managed by a variety of tools that are able to provide the right
level of support for what the BPSS specification requires.

It is good though that we are considering there options.
