In our TC call yesterday, we discussed the following concepts to add 
some additional descriptive text in Section 4.6.3.3:

Section 4.6.3.3

[add to end of section]
TO:  ARBITRARY OR INVALID CONSTRUCTION USING XINCLUDE IS NOT 
RECOMMENDED. THE EFFECTIVE USE OF XINCLUDE IS TRSTRICTED TO INCLUSION OF 
PACKAGES ONLY (THAT MAY INCLUDE PACKAGES). THIS SIMPLE APPROACH 
FACILITATES USE OF THE MECHANISM TO SUPPORT COMPOSITION.
