[ebxml-cppa-negot] New draft of Negotiation Requirements

I have attached the latest version of the requirements document, updated
with results of yesterday's phone call.  I did a little reorganizing of the
material we have covered thus far.  There are two new sections, 2.4 and
2.5, and some minor changes besides what we discussed.

We will use this draft on the next call, starting with section 2.6.4
