[ebxml-cppa-negot] updated requirements document

I have attached the latest version of the negotiation requirements
document, updated for yesterday's discussion.

The discussion affected many places in the document, so I have used tracked
changes.

Please review all the changes.

We will continue discussion with section 2.7 of this version of the
document on January 2.
