Yes, the example I gave is a fairly trivial case of ordering. The parties
might have spun their wheels a bit negotiating on certificates that turned
out not to be needed. The question is, are there more significant cases
for dependency ordering, where the negotiation "can't be done" out of
order? I will ask around in my environment. If anyone else has some
thoughts, please speak up.
By the way, seeing Dec. 31 looming ahead, I am adopting the tactic that any
proposed function that requires further modification of the negotiation
BPSS is post-v1. Anyone who believes that something requires modification
of the negotiation BPSS for version 1, make your thoughts known!

Make that--
I think it would be useless to have certificates for digital signature
and then have an agreement that omitted digital signatures. Should
we worry about preventing this uselessness by insisting on an order
for negotiating items? Maybe so. However,...
Would a NDD status of "conditionally negotiable" be one that would
help us capture the ordering dependencies? That is, the NDD for
TrustAnchors for digital signatures is conditionally negotiable
upon having the isNonRepudiationRequired attribute true... Would
we need boolean combinations for the antecedents of the conditionals?
