Question about ActionContext element with its non-empty-stringtyped attributes

Hi everyone

The ActionContext element should be used when a CPP or CPA is based on
an ebXML Business Process. The element has attributes such as:

binaryCollaboration
businessTransactionActivity
requestOrResponseAction

These attributes are of type non-empty-string

In the CPPA specification, section 8.4.16, the values of these
attributes should have the value of the "name" attribute of the elements
in the ebBP definition instance.

What do people think these values should include?

o the ID of the elements in the ebBP definition instance
o the name of the elements in the ebBP definition instance

Obviously the name is helpful for humans, but the ID's would be more
helpful for tools.
