Yes, I think you have made a good observation and the
proposal to add a DocumentEnvelope qualifier to the Action would be useful as
needed.
I think I have noted that in ebBP when Sacha did the UBL-SBS
project but it has not made it into our table.

Attached to this message is the schema as of today that includes the changes to
support this version. Trying to preserve CPPA v 2 instance compatibility and
reusing the CollaborationActivity element led to some technical modifications
in the current version. I will mention these in the August review. The
editor’s draft will probably be sent out on Thursday to allow some
organizational questions to be raised with TC on Friday. Editor’s draft
is not complete with respect to editorial task list yet—probably a couple
of weeks out.
