Having trouble with the paragraph beginning on 1648.  Perhaps it would help
to reference the section that specifies the recovery strategy - which layer
is responsible for retransmitting messages when they are not received by To
Party.  The prior paragraph requires messages be resent.  The sentence
beginning on 1650 seems contradictory with duplicateElimination set to true.
