Clarification on Example 8.8.4

I am trying to understand what is meant by 'URI_of_ds:Signature_goes_here', is
it:

   <eb:ErrorList eb:id="3490sdo9" eb:highestSeverity="Error"
                    eb:version="1.0" SOAP-ENV:mustUnderstand="1">
        <eb:Error eb:errorCode="SecurityFailure" eb:severity="Error"
                eb:location="xlink:href='//SOAP:Body/ds:signature' "
                xml:lang="us-en">
        Validation of signature failed </eb:Error>
    </eb:ErrorList>

This doesn't look quite right to me (the eb:location=).  Anyone know how to fix
it?

Also, the example has a comma after the

      eb:id='3490sdo9',

I don't think the comma is needed.
