No, because ebMS is built on top of HTTP and SMTP. One MSH could send a message to another MSH via SMTP, i.e. email. Email transmission can take a long time, going through various store-and-forward mailers. A message could lurk for a very long time under various scenarios, such as a store-and-forward mailer that receives a message and then goes out of service for a week or a month and then comes back up and forwards the message. -- Dan
