Arvola,

You're correct that the constraint as it currently appears would mean the
final retry has a small chance of occurring after the time to live has
expired.  In other words, the originator might perform the final retry right
when the destination is throwing its storage away.  That's why it's > and
not >=.

Section 7.4.5 currently specifies the constraint:

    TimeToLive > Timestamp + (Retries * RetryInterval)

Since the Retries count does not include the initial attempt, I think the
constraint should be changed to

    TimeToLive > Timestamp + ((Retries + 1) * RetryInterval)
