[ebxml-msg] Documents section in the ebMS web page

Current "Documents" section in the ebMS web page
<http://www.oasis-open.org/committees/ebxml-msg/#documents>
causes misunderstanding:

    - ebMS V2.0 rev B and rev C seems newer version than ebMS V2.0
    - ebMS V2.0 seems still draft version

I'd like to recommend that the section is revised as follows:

    A requirements list is available here. 

    Current Outstanding issues. This is being updated. 

    Message Service Specification Version 2.0 approved as an OASIS Standard
    Microsoft Word Format     PDF format 

    Message Service Specification Version 2.0 Revision C as PDF format 
    Message Service Specification Version 2.0 Revision B as PDF format 

    Message Service Specification Version 1.092 December 19 
    Microsoft Word Format     PDF format 

    Message Service Specification Version 1.08 For November 13 Meeting 
    Microsoft Word Format     PDF format 
    ---------------------------------------------------

The revision points are:
  - Remove "(Draft)" from the line of ebMS V2.0
  - Add "as an OASIS Standard" to the line of ebMS V2.0
  - Move the line of ebMS V2.0 to the top of the list
