Allowing bundling of a PullRequest and a UserMessage may cause problems for an MSH if both message units generate an error. If the recommendation given in 5.2.2 is followed both errors should be sent back in the response. But that violates the core specs bundling rules as no more than one message unit per signal type shall exist in a message.
