Hi Peter,

I was wrong to think this entirely a local problem.

There is a known issue with our current workspace environment that creates
this problem (where some reference URLs for a ballot reference document
work, others do not).  The problem self-fixes itself during the overnight QC
crons, so we see a wide range of member experiences coming from some links
work, other not, but only for a while.

While we investigate solutions to this problem, my apology to you for the
confusion and appreciation for Robin who has enough documentation of
spurious behavior for us to start piecing reality together,
