+1 on Ann's opinion: in the European Parliament and Commission's work in this area, we tried working with two multilingual polyhierarchical taxonomies/faceted classifications - EUROVOC and GEMET - and both modelled best with XTM. Kal Ahmed (techquila.com) did some of the work for us on this....
