I agree with you - we are drifting from the original goal of the TC, 
but these goals are open (AFAIK) to re-negotiation.

Yes, the main areas of importance are vender interoperability such as 
between election management software and actual voting systems, but 
as Thom has shown - there are some very important issues surrounding 
ballot presentation - especially for US voting systems where things 
are so fragmented.

So perhaps we should discuss the goals again so that everyone agrees 
with the direction discussions take.
