Thom,

My understanding is that a Ballot is what a voter receives from a voting
system prior to expressing the opinion (like by posting the ballots to all
the voters in the electorate), and a Vote is what a voter submits back to
the voting system, having a specific opinion of the voter expressed.

In a simple case, a "ballot" may be a form with a "voter name" and a lot of
empty tick-boxes in it. And the "vote" would be the same form filled with
the name and having one or more tick-boxes marked. 

A ballot may be used by the election system to render the information for
the voter.

In general, a ballot and a vote may have nothing, or very little, in common.
A ballot may communicate the general election info, and the candidates
backgroud info, and a lot. And the vote may be just a single number,
generated and sent back from a voting terminal.
