Unfortunately I missed the teleconference meeting. However I've spent 
some time looking at the document.

Apologies if anyone else has raised this but I feel that the 
procedures and processes are way way too prescriptive. For example 
the procedure termed "I-Registration" does not match with the way 
GNU.FREE electoral registration works.... I'd be loathe to create a 
standard which over-defines the actual implementing technologies.
