Norway has been allowing people to renew drivers licenses and such this way for a while.  Voting however is another frontier - somewhat uncharted waters.
 
I could see this working for elected officials first - taking part in voting calls.   Given the demographics and geography - a lot of parallels between Scotland and Norway - and of course a lot of millenium ago - they were actually joined rock-to-rock geologically. 
 
Anyone - excellent that people are seeing the need to actually take a lead in providing citizens with better voting opportunities.
