He certainly did.  Why re-invent wheels!
 
Paul - I take your point about the draft Guide so let's discuss at the TC meeting next week to see where everybody feels the emphasis should be.  If it needs to be more detailed then a lot of what David has produced should be included, but personally I think that would make it a bit too heavy for the early learner.  Can you let me have your diagrams to compare please.

I think we are talking about different documents. This was John's EML Implementation Guide, rather than the WOTE paper.

Actually John has to remove a couple of pages already because of their restriction on 8 page limit.  So we can actually add more in - one page summarizing all the schemas and their purpose - and then the other showing the XML structure for the 440 cast vote were cut.
 
I'd suggest adding more pages to round out the overall as well - including some of the process diagrams from the spec' would be helpful - we did not really touch on the operational aspects of managing an election.

This looks like a good paper. I am wondering whether it is a bit long as an
introduction, or rather short as a detailed implementation guide. It seems
closer to the former, in which case I think I would take out the rather busy
diagrams. I have less detailed versions if you think something is needed. In
this case, I might move the Terminology section later as well.

In terms of detail, at an editorial level, I would remove the "eg"s and use
words like "such as" instead. CORE was also renamed a while ago as the
Co-ordinated Online Record (not Register) of Electors.
