Thanks for uploading this excellent document - and again many thanks to the authors for all the hard work in putting this together.
 
It appears to be the same document that John Borras uploaded on October 18th here:
http://www.oasis-open.org/committees/download.php/20745/LocalElectionsFlanders2006.pdf
 
and that John has on a permanent link from our TC site html too.
 
In any case - you may want to change the access to "public" - as Kavi appears to have made it TC access only (there's a bug in latest Kavi BTW) - that way it will show up in the Top 10 docs link...
