Following up David's request below please find attached a brief showing what we believe are the characteristics of an open e-voting standard.  Could I suggest you post this to your members for discussion and I'd be interested in their feedback. 
 
I believe the intention is for you to suggest something for inclusion in a bill for adoption.  Hopefully this will meet that need.

OK now we have NIST's concerns covered - we need the list of "attributes/properties" of an open standard.  Just like the EU endorement - we need that luandry list...
