I've reviewed the specification and identified the following issues that must be addressed before the public review can be announced.

Specification Titles are unclear; it appears that there are two different specifications. Suggest documents be renamed: (optional)

EML Schema Descriptions properly conforms to look and feel.

It appears that the files were originally authored in MS Word, but the PDF appears to have been generated from a browser view of the HTML. Data dictionary should also be generated as a PDF.

The original editable source files were not included in the submitted file. From the XHTML it appears that the files were originally authored in MS Word. MS Word files were submitted for the CD member ballot.

The submitted documents contain illegal spaceband characters in the filenames. The files must be renamed using conventions described here: http://docs.oasis-open.org/specGuidelines/namingGuidelines/resourceNaming.html#nameCharacters
