Thanks very much for the paper.  My thoughts/questions follow:
 
-  we may have more than one ballot to accommodate.  OASIS are thinking about this as we speak.
-  option 1 is very much in line with my thinking.  Option 2 sounds far too complicated and imposes restrictions on delegates which I'm sure they will not follow.
-  I think we must define the channel each delegate uses so that we get an even spread across the channels.  Without this some channels might not get used.  Whilst this approach would not be the way to do it in the real world, we need to show in the demo that multi-channel voting works.  We will need to explain the rationale for doing this during the Forum.  I'm preparing a two page flyer to give out to delegates explaining what the demo is all about and what they have to do so I will cover this point in the flyer.
-  there will be late registrations and even people paying at the door on the day so your proposals about provisional registrations sounds very necessary.
-  not sure whether David's proposal would make life easier for us or not.  Views of others?
-  you say there will be limited use of EML but that is surely a consequence of our decision to keep things simple.  The one addition I would want to make to the list is that of Audit.  I think we need to demonstrate how the ballot can be audited.  So we need some thoughts on how to do that.

We could interject some low tech to solve this - giving each person a paper token to vote with - that they present.  Once they use that - its retained by us.  That way they can only vote once - regardless of which channel they pick.

Things are coming to a head and we need to react quickly to events over the next few weeks if we are going to have finalised EML v5 in time for the Interop Demo at end October.
 
First we have the outcome of the second Public Review, see below, to deal with and approve the package for Committee Specification stage.  Secondly we need to firm up our plans for the Demo, agreeing exactly who is doing what and considering the paper from Opt2Vote on voter registration etc. 
 
So I propose to hold a TC teleconference to discuss both aspects on Monday 3rd September at 13.00 GMT (14.00 UK, 15.00 CET, 09.00 EST).  I think we need to reserve a couple of hours for the call although those who are not going to be a part of the Demo can fall off the call after we've cleared the Public Review comments.  Please let me know as soon as possible if this date/time is not convenient as we will need maximum attendance so that we can vote on decisions as necessary.
 
For us to proceed to Committee Specification stage I will need assertions from 3 suppliers that they are using EML.   Without these we cannot proceed.  Can I have volunteers for this please.

following specification as a Committee Draft and approved the package for
public review:

Election Markup Language (EML) Version 5.0
- Process and Data Requirements
- Schema Descriptions
- EML Data Dictionary
- Schema Package

The public review starts today, 15 August 2007, and ends 30 August 2007.
This specification was previously submitted for a 60-day public review on
11 April 2007[1]; this 15-day review is limited in scope to changes made
from the previous review. All changes are highlighted and indicated in the
accompanying change log.

This is an open invitation to comment. We strongly encourage feedback from
potential users, developers and others, whether OASIS members or not, for
the sake of improving the interoperability and quality of OASIS work.

More non-normative information about the specification and the technical
committee may be found at the public home page of the TC at:

Comments may be submitted to the TC by any person through the use of the
