Understood.

We could configure part of the ballot to emulate a RCV but it would be 
contrived compared to full RCV.

When the channel is not capable of capturing the ranked choice there is
no way to get it into the EML.  We have one US client that needed RCV --
the device they use is the only one on which we capture ranked choice
and that device does not speak EML.

Should be transparent to the voting channels - only the totalling and
reporting module needs it.
