6) Standard interchange formats reduce the need for systems that collate data from multiple jurisdictions to implement multiple interfaces.
 
(That is based on the UK CORE project, where they are specifying EML for exports from electoral registers to credit reference agencies and political parties.)

OK!  Here's my first 5 for the list (I hit "send" to quick on 4!).
 
1) Standard results reporting methods that allow open public auditing and inspection of count totals.
    - today analysts and news media organizations cannot get consistent details about election results
    - California is using EML510 but it is the only state currently to use a standard
    - EML provides full transparency for results reporting at precinct levels as demonstrated by California
2) Tallying and counting needs standard formats to allow independent confirmation of results totals. 
    - today you have to believe what results the vendors machines produce
    - with open standards then jurisdictions can verify counts with more than one piece of software
    - system certification can have formal testing suites and independent checking
3) Voter privacy protection in recorded ballots
    - today you have no idea if something in the recording of ballots puts your privacy at risk 
    - you need universal standard that experts agree does not do that and has been tested and proven
    - this then allows for full public open records for doublechecking results
4) Approved voting processes and best practices
    - election procedures have evolved over 200 years and continue to
    - need a reference set of procedures that provide support for open election process from end-to-end
    - standard provides way for jurisdictions to improve their own procedures to meet latest challenges
    - ensuring open process is vital to healthy democracy
5) Ballot layouts and information from paper ballots
    - most jurisdictions are requiring paper ballots but consistency is lacking in their use and scanning
    - need standards to ensure consistent scanning and fair and open presentation of the paper ballot itself
    - EML provides the way to define paper ballots to ensure optimize their use with computer scanning
    - EML provides multi-lingual support
    - EML provides consistent ways to record candidates and issues to be voted on to ensure fairness

I like your suggestion as a communication device and if we as a TC can agree the text then no doubt Carol can help us with the presentation and distribution.
 
I would have thought we can draw some points from our EML White Paper but no doubt there are others that you have in mind should be included in our top ten.  Before we get down to the actual text lets knock out some suggestions for the 10 headlines.  I'll have a look at the White Paper if you can put forward some headlines that you think are important to cover the very recent exchanges on E2E.

I'd like to suggest we formalize the "10 Reasons for EML" pamphlet as a lead in to this task.
 
That way we can understand the challenges and the needs better. 
 
For example I believe we've identified E2E as something to support and therefore we need to look at how V5 currently does that - and then gaps we would want to consider covering. 
 
The VIP need for polling place location tracking would be one such example.
 
Also I can probably add a new transaction format to support anonymous tallying methods to the list for V6.
 
I'd like to defer on all this until we have a better big picture for the goals and focus for what V6 is looking to achieve and got consensus.
 
Right now we're just looking at bottom up XSD schema tweeks - and I think we need a stronger vision than just that.

Rather disappointingly I have had only one response to my enquiry about EML v6.   I hope this is because everybody is busy with the USA elections rather than lack of interest .....-)
 
So even though the one vote was in favour of starting work we clearly don't have a consensus so I'll park it until after we get the outcome of the ISO ballot.  Note the date for that has still not been set.

Given everything else that is going on - I'd say it is an opportune moment for us to move forward with V6.
 
Looking thru the list I'd like to add placeholders for new polling place and registration transactions to support the VIP area of work, and also add a note to look at military voting needs.  At this point I'm not sure what these may end up being implemented as - but when we look more I'm sure we will understand these better.

As you are aware we have submitted EML v5 to ISO/JTC1 for approval and I had said that we should await any further work on EML until the outcome of that process was complete to avoid confusion.  The latest news I have is that JTC1 have still not set a date for their ballot and so it's still likely to be several months before we know whether we have ISO status or not.  There's nothing we can do about that, even though Jamie Bryce is continually pressing them, as they dictate their work priorities.
 
Given that I wonder whether there is any pressing need, and any appetite, to start work on a v6.  Attached is the Wishes List I have so far and I'd welcome views please on whether you wish to make a start or if you are content to await the outcome of the JTC1 process.  Probably item 2 on the List is the biggest and most important task for us and is needed to assist implementations. If the consensus is to start work then I will convene a TC telecon to discuss the next steps.
