Both steps require a Full Majority vote. So when David has completed the new dictionary I will post the entire package and set up a ballot to cover both aspects. Clearly if anyone wants to discuss any of these changes we should do that before I post the ballot so shout now please. I haven't had a chance to look at the draft or the interim draft (which I assume the draft supercedes). However, I need to reiterate that the view from USA election metadata folks is that we need to provide some minimal "hello, world!" examples of how we envision each series to be used.
