This package has been produced to facilitate IEEE balloting on the UOCAVA
use case with OASIS EML v7.0 draft. Both IEEE and OASIS TC approval is
pending respective balloting and review processes.  This working draft
should be considered complete but unapproved until balloting and reviews
are completed.
