Subject: RE: [election-services] TC SATISFACTION SURVEY

David

First apologies, when I say e-voting I mean the whole e-enabled election life-cycle.

As I intimated below, I see two audiences for us.  The vendor community where we try and convince them to incorporate EML into their products.  And for those guys we can do as you suggest, show them from the technical viewpoint the blank ballot delivery and results reporting amongst other aspects, and point them to P1622 and how that introduces localisation.  But we should also try and target the election officials community to help them understand what is possible and how EML can help reduce the risks that they fear.

Reaching out to the vendors should be relatively easy, but getting to the election officials around the globe and persuading them to attend an online event will be much harder and I’m not sure how we would achieve that.

The OASIS webinar facilities seem to be the obvious forum to use for these events and I’m sure Dee can help us set these up and advertise them.

Does this seem like a plan and should we go for it?  If so I’ll convene a TC call to discuss it further.

John,

I don't see it has to be e-Voting!

On the contrary - we have success stories to tell without voting machines - because EML applies to the complete

process of election management.

So we can certainly demonstrate blank ballot delivery for voters - and that is a huge growth area - with increasingly

mail-in voting being an option for citizens everywhere.

Then we have election result reporting to the major media channels (Reuters and more) and online sites.

California and Belgium are great examples for us there - and more states here in the US are working to follow suit.

So I think we could organize an online event - show and tell style - around both those - and have OASIS host that.

Thanks, DW

Subject: [election-services] TC SATISFACTION SURVEY

I have just received the results of the recent TC Satisfaction Survey for our TC and thanks to those of you who took time to respond.  There are some comments made in the survey that I would like to follow up on.

-          “Engage in more educational and promotional activities, such as webinars and seminars”

-          “Conduct more interoperability demonstrations”

-          “Provide more opportunities to promote compliant products”

These are all much along the same lines of the need to promote adoption of EML.  Whilst this is a very laudable objective and one that we could easily do from a technical perspective, the barrier I see as facing us in all of this is the universal lack of political will to engage in any form of e-voting.  Apart from the USA and Australia there are very few instances of countries looking to get involved in e-voting.  So whilst we might be able to convince the vendor community of the value of EML through interop demos, webinars etc, I can’t see that those sort of activities are going to create any sort of break through with the reluctant politicians and academics.  But I am prepared to be convinced otherwise.

Can I have your views on all this please and if the consensus is that we should embark on an adoption program then I’ll convene a TC call to start the process.
