"Demonstrating Emergency Preparedness and Response Coordination through
Open Data Standards"

Demonstrating "Response Coordination" it straight forward. How do you
propose demonstrating Preparedness. Unless it can be clearly
demonstrated - I think it sets the wrong expectation.
