Hi,
	As per the meeting today, here is some suggested wording.

For valueName uniqueness,

Section #. The following valueNames (SAME, ...) are reserved by the profile.  Implementers intending to use the IPAWS Profile should ensure that conflicting uses for these valueNames does not occur.

For the geocode change, similar to what is being done for multilingual info blocks,

At least one instance of <geocode> with a <valueName> of "SAME" and <value> of a SAME 6-digit location (extended FIPS) SHOULD be used.  The more accurate geospatial representations of the area, <polygon> and <circle>, SHOULD also be used whenever possible.

Note: If a SAME based geocode is not present, IPAWS system partners unable to use a geospatial
representation, MAY ignore the message.
