Sukumar raised the point below about “Consistency in the various CAP Profiles, thereby helping in interoperability in the international domain (esp. neighboring countries since incidents can span across borders)”

 

Norm Paulson and I were discussing this issue and realised that the development of an international event code list and a capability for countries to map the event codes in their own Profile to this international event code list, extends beyond the situation that applies to neighbouring countries, into a situation that is truly global in nature.  

 

Consider this scenario - The Australian Embassy located in Switzerland receives a hazard alert message from the Swiss authorities, regarding something that will impact the community in the Swiss region.  The Embassy wishes to alert the Australian tourists who might be travelling in the Swiss region, about the hazard.  The Embassy could revise the message into appropriate CAP format and possibly convert to a different language e.g. Swiss French converted into Australian English, then rebroadcast the alert to Australians that are registered as travelling in Switzerland during that hazard period.  

 

This scenario expands our thinking beyond the initial neighboring countries concept raised by Sukumar below, and extends the considerations into ensuring we develop a method to map each countries event code list, to a single international event code library, so that every country and every alerting organisation associated within that country, is able to interpret the event codes embedded in messages they may receive from a multitude of sources.  Embassy’s also act as alerting authorities for their citizens, so the SC should consider that aspect when determining how the event code lists should be developed in future CAP Profiles.

All,

 

During the SC meeting today, Joerg proposed that the SC develop a set of rules or best practices in developing CAP Profiles – such a set of rules will potentially help the SC to evaluate the different international CAP Profiles. I wanted to put this item on the listserv to get your thoughts and comments.

 

I see the following benefits from such a set of best practices:

-          Consistency in the various CAP Profiles, thereby helping in interoperability in the international domain (esp. neighboring countries since incidents can span across borders)  

-          A consistent way to handle requests for development or evaluation of profiles

 

This is a starter list – so feel free to add or provide other opinions.
