I don't believe a size restiction should be applied to any free form element. I take this position from the OASIS CP standard point of view as I believe any constraints can and will affect global interoperability. If a community of users together decide to restrict it then that is a community rule and if one wants to play in that community then there are rules (like this one) that would need to be followed. Such as community rule would not violate CAP as CAP itself doesn't care what size the element value is. I don't believe we can assume a size that is acceptable to all and keep interoperability between systems and countries.
