This issue was discussed at the 3-25-14 EM TC meeting. There was consensus that this would be an appropriate recommendation in note field for this element in the next CAP version. 

Suggested wording to add to Section 3.2.2 alert.info.event Notes column:

"To accommodate listing of events on situational awareness screens and other alert display media, event text SHOULD be short (below 50 chars)."
