It seems to me rather that this specific survey should not become broader nor open-ended.


I note that this survey is in response to the expressed need to flesh out certain points of discussion on particular existing EM SC issues. That need coalesced in the meeting on September 7 and is reflected in the notes of that meeting.

 

The survey genesis is reflected in these statements in those meeting notes: 


"Norm stated that this issue is all part of a larger issue regarding adding information to the alert message.  Elysa suggested the idea of reaching out to the community regarding steps going forward to get some input on the suggested methods.  Jacob raised the concern about open-ended questions and the lack of response to previous calls for community input.  Steve asked whether providing some use cases to comment on would result in better input.  The idea of a survey of users was raised."

 

Here are excerpts of the notes about the specific issue then being discussed in the EM SC:

"use cases for alert and area block parameters. [...] Doug offered to add some parameter examples and use cases.  Jacob suggested that he could go through the TC archive and provide the discussion and examples regarding the original intent of parameter.[...] There was a concern about how best to provide this information with CAP allowing many different options and the best method not being immediately clear to a new user. "

Just on first reading the survey strikes me as possibly a bit narrow in scope, and some of the questions as perhaps a bit leading.

Might it make sense to ask some more general questions, e.g., "If you're using CAP, what aspects of it do you find most challenging or confusing?  If not, what aspects of CAP are holding you back?"  We want to beware of driving respondents in particular directions by selective phrasing in the questions.

As regards parameter and resource, in particular, I can imagine that not a few warning originators might be using CAP-based tools but have no real idea which features of CAP are being used or for what.  So for them perhaps a more function-oriented question would be more meaningful, e.g., "Is there special information (data, images, maps, etc.) that you currently attach to CAP alerts, or that you'd like to attach if you could?"

Indeed, it might be that entirely separate surveys would be warranted, one for end-users (warning originators) and another for CAP-based software developers.  Unfortunately, alert originators frequently have very limited understanding of the mechanics of CAP, while many developers have only a superficial grasp of the practicalities of warning practice.  It's not an easy bridge to build.
