Comment from: acb@incident.com Name: Art Botterell Title: Consultant Organization: incident.com Regarding Specification: CAP 1.1 Currently CAP has no status value to distinguish actual-but-draft messages. Many implementers have expressed a desire to provide users with a library of pre-drafted messages that can be edited for release. Also, some multi-agency coordination processes will require that draft messages be circulated for editing and approval prior to release. (Note: in such cases the <note> element could be used for tracking a draft message's progress though the workflow.) I'd propose adding a value to <status> of "draft" to denote alert messages that are either templates or drafts-in-work. - Art
