Hi OASIS TAB, Don’t shoot the messenger here… current Resource Management tools have RM fundamentals and principles completely backwards…. the ensuing issues are rooted in the FEMA 120 resource typing definitions and the software code. Unified Commands are being task to command and control resources that belong to others…. THAT’S ILLEGAL! And all the while MOA’s, MOU’s, etc… are being shredded at the scene; such are not worth the paper they’re written on! The situation at the state and local level is created and blame is placed on “unique jurisdictional boundaries”, when in fact Resource Management is task with categorizing resources into the 120 resource typing definitions….. The underlying issue is: it’s impossible for a state and local level Resource Manager to be an expert in every available resource…. IMPOSSIBLE to Resource Type all that.
