Sorry if it seems that I am trying to embroil CAP in other standards 
organizations issues. This is not the case - and really there are not 
issues. ISO, the OGC, POSC, and the EPSG are all pretty much in agreement 
and all of our respective work is very well harmonized. The issue is not to 
enter into a global discussion and go down a "rat-hole" but instead to add 
one optional element that allows a CAP message to reference another CRS in 
addition to WGS. Very simple and very straight forward.

As to relevance to EDXL, I need to explore that one a bit more.
