Subject: Efforts in and around "infrastructure"
Have been doing some catchup reading this week, and as we know several groups trying to solve the "infrastructure" problem either directly, like the ANSI-HSSP, or indirectly, like NIMS. I have not seen any obvious correlation/collaboration between them, but that does not mean it does not exist. Here is a quick summary, which is mostly for archival (what we are formally aware of) and future action reasons. Use as you see fit. ANSI Homeland Security Standards Panel (ANSI-HSSP): "...established under the sponsorship of the National Policy Committee (NPC) of the American National Standards Institute (ANSI) to identify existing consensus standards, or, if none exists, assist the Department of Homeland Security (DHS) and those sectors requesting assistance to accelerate development and adoption of consensus standards critical to homeland security. The initial areas of focus will be certification and accreditation, critical infrastructure protection, security systems and countermeasures, and countermeasures for public health support." One of "the ten most immediate standards needs of DHS" is Interoperable Communications, which may be of interest. To address these areas, they have formed 4 core committees (Critical Infrastructure Protection, Security Systems and Countermeasures, Countermeasures for Public Health Support, and Certification/Accreditation). The intro presentation (ANSI-HSSP N 005) should be of particular interest, because they appear to have gone through a similar process as our EMIF SC and their method of presenting is pretty easy to understand. The other documents also offer a lot of good standards information. Partnership for Critical Infrastructure Security (PCIS): The mission of the PCIS is to "coordinate cross-sector initiatives and complement government and industry efforts to promote the assurance of reliable provision of critical infrastructure services in the face of emerging risks to economic and national security." It is "is a forum for cross-sector and public-private dialog on reducing vulnerabilities, mitigating risks, identifying strategic objectives, and sharing sound information security practices. While Presidential Decision Directive-63 focused its attention on the industry sectors listed above, the PCIS is open to all interested businesses as well as public sector participation. It offers a unique opportunity for participants to network with information security leaders from other industries and government agencies and to plug into the latest developments on security issues that affect both the public and private sectors." More information can be found at: http://www.pcis.org NIMS: "The Secretary shall develop, submit for review to the Homeland Security Council, and administer a National Incident Management System (NIMS). This system will provide a consistent nationwide approach for Federal, State, and local governments to work effectively and efficiently together to prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity. To provide for interoperability and compatibility among Federal, State, and local capabilities, the NIMS will include a core set of concepts, principles, terminology, and technologies covering the incident command system; multi-agency coordination systems; unified command; training; identification and management of resources (including systems for classifying types of resources); qualifications and certification; and the collection, tracking, and reporting of incident information and incident resources."
