Pretty common, I think, for a proposal to be brought into the OASIS process already reasonably well-formed. CAP, for example, already had two years of working group activity and two rounds of field trials behind it before it came into the TC. One key reason is that we're a "technical committee"... our strength is in the technical aspects, but we have less depth in the operational / business process and user requirements, so for that we turn to the practitioner community.
