Subject: Re: [emergency-if] EM INFRASTRCUTURE RECOMMENDATIONS STATEMENT

A few things to add:

- on one-way delivery of encrypted payloads which are secured by
conditional access (CA). There is no authentication involved between the
sender and receiver. Rather, the receiver can either perform
authentication in software, or via hardware device. In addition to this,
the authentication can be performed externally (in software or the
presentation layer software) or internally (software-based middleware or
on-chip/device/hardware/silicon algorithms).

- under no control, in a one-way mechanism the payload can be sent to
everyone regardless of their subscription status.

- wireless should include satellite connectivity

- satellite and radio/tv multiplexed signals only fall under cell nets
in the following cases: for satellite, location-sensitive spot-beam and
location-sensitive VSAT. For tv, only if the transmitter on multiple
stations is sending the same data signal. The closest these could be
would be a 'virtual mesh network'. For all intent purposes they are
always a star network.

- the correct term for subscription control would be subscriber
management system (SMS).

- receiver acknowledgement doesn't have to be immediate - it can be
cached locally and synced periodically with the operations center.

Cheers
Kon
