Infrastructure Subcommittee meeting. Please review for approval at the next

Waters to the EM Infrastructure Framework SC document repository.

Document Description:
Meeting Minutes of the Emergency Management Infrastructure Subcommittee for
April 13, 2010. At today's meeting, the participants discussed the use of
XML Elements versus the use of XML Attributes. There was general agreement
that XML Elements are preferred. The participants also discussed briefly
(a) the importance and impact of the Tactical Situation Object on routing
(a question for Hans); (b) the potential need for a Content Object Zero to
support more expressively combined security and associating related content
objects; (c ) provenance & pedigree; (d) IPAWS and adoption of the DE.
Also, at the follow-on EM TC meeting,  the participants discussed the
schedule which is to finish requirements for DE 2.0 this 2nd quarter and
set a goal for an internal draft DE 2.0 by 3rd quarter although this may
slip and face-2-face meeting(s) are deemed crucial to make the significant
progress needed.
