Here is the raw first Working Draft of the DE 2.0 specification in the new
template format. Note that this is in open document format.

Document Description:
The raw initial working draft of the new DE 2.0 specification using the new
template format. Note that this is in Open Document format, not Word
format. 

The biggest change from the last version of the document

is that this latest version has data dictionary tables that conform more
closely to the new DE 2.0 schema found here
